Education in Agago District: District Education Profile, Institutional Directory & Digital Learning
Agago District is an education and agricultural hub in the Acholi Sub-region of Northern Uganda. Established on 1 July 2010 after being carved out of the former Pader District, Agago spans approximately 3,497 square kilometres. Its administrative headquarters are located at Lokole (also referenced as Agago/Lukole), situated roughly 80 kilometres southeast of Kitgum and 370 kilometres north of Kampala.

The district is bordered by Kitgum District to the north, Kotido District to the northeast, Abim District to the east, Otuke District to the south, and Pader District to the west. Administratively, Agago is divided into three parliamentary constituencies—Agago County, Agago North County, and Agago West County—comprising 26 lower local government councils (sub-counties and town councils), 117 parishes/wards, and 1,147 villages.
According to the 2024 National Population and Housing Census, Agago District has a total population of 307,235 people (147,969 males and 159,266 females) across 67,760 households, with an average household size of 4.5 persons. The population is youth-dense: over 53% (163,358 persons) are aged 0–17 years, including 63,059 children of primary school age (6–12 years) and 49,367 adolescents (13–18 years). Educational access gaps remain critical, with 19,736 children aged 6–12 and 12,835 adolescents aged 13–17 recorded as out of school, alongside 23,538 children aged 3–5 lacking access to Early Childhood Care and Education (ECCE).
KAWA Uganda works in close collaboration with the Chief Administrative Officer (CAO), Mr. Patrick Olila, the District Education Officer (DEO), Mr. Calvin Okot, the District LC V Chairperson, Mr. Wilson Otto, and the Secretary for Education and Community Services, Ms. Ayo Susan. Through KAWA Connect offline content servers, teacher Continuous Professional Development (CPD), computer laboratory maintenance systems, and secondary school ICT Clubs, KAWA provides scalable digital learning solutions tailored to the district’s rural and off-grid realities.
Economic Structure, Governance & Digital Readiness
Agrarian Economy & Enterprise
Over 91.2% of households (61,829 homes) in Agago depend on agriculture as their primary livelihood. Production centers on food, cash, and oilseed crops including maize, cassava, simsim (sesame), groundnuts, sunflower, sorghum, and beans, alongside livestock rearing, piggery, and shea-nut processing. Contextualizing STEM and ICT Club innovations around crop monitoring, livestock registers, market pricing, and cooperative record-keeping directly supports household resilience against recurring climate and drought shocks.
Administrative Hierarchy
The 26 sub-counties and town councils are organized across three parliamentary counties:
- Agago County: Adilang Sub-county, Adilang T.C, Agago T.C, Ajali, Kotomor, Laperebong, Lokole, Patongo Sub-county, and Patongo T.C.
- Agago North County: Kalongo T.C, Kuywee, Lai-Mutto T.C, Lapono, Lira Kato, Omiya Pacwa, Paimol, Parabongo, Wol Sub-county, and Wol T.C.
- Agago West County: Agengo, Arum, Geregere, Lamiyo, Lira-Palwo Sub-county, Lira-Palwo T.C, and Omot.
Digital Environment & Offline Priority
Out of 67,760 households, only 1,315 own a computer and 3,086 own a television, while 16,620 utilize radios. With grid power and commercial broadband highly constrained, KAWA Connect offline micro-servers and solar-powered computer labs provide the most effective infrastructure to deliver digital curriculum notes, virtual science practicals, and teacher guides at zero data cost.
Academic Outcomes & Budget
For the 2024 PLE, Agago registered 3,990 candidates, with 3,954 sitting and 3,345 passing (85% pass rate; performance index 49%). Foundational literacy and numeracy assessments highlight that only 20% of P6 learners achieve English literacy proficiency. The district education budget for FY 2026/27 stands at UGX 22.63 billion (UGX 18.09B wage; UGX 4B+ non-wage recurrent and development).
