Features of the 1966 Constitution
This was an interim constitution that was established by parliament. Godfrey Binaisa drafted it, the then Attorney General. Obote summoned parliament and declared the 1966 constitution operational. He announced “ this is now a provisional constitution till another enactment… If you go down to your pigeonholes you will find your copies of the new constitution.”6 In presence were heavily armed men to threaten the MPs. Its features were:
• Abolished the federal arrangements which were enshrined in their independence constitution
• Declared central stronger than the local government
• Provided for a powerful executive president.
• Abolition of the High court of Buganda
• All public officers were to be appointed by the president on the advice of the Public service Commission
• Rent from the Kabaka ‘s land was to be paid to the central government.
