This is the population size which is too small to effectively utilise the available resources in an area such that the average product of labour rises as population increases until the optimum is attained. This population size falls below the optimum level when there is insufficient labour to fully exploit the existing resources and that is why as population, the average product of the population also increases, until the level is attained.
