Ownership of enterprises
Ownership of economic enterprises is shared among the government, the private sector and foreigners. Large-scale and medium scale enterprises have of recent been either under state ownership or joint venture between the state and foreign owners.
Currently, the government is promoting the private sector enterprises through privatisation and encouraging foreign investors to assume the formerly government owned enterprises. However, smallscale firms are dominated by the indigenous Ugandans. These are often spread countrywide.
Labour force
The labourforce in Uganda is predominantly semi-skilled, unskilled and a few skilled workers. The government is still the major single employer of the workforce in the country.
However, it is important to note that about 80% of Ugandans are engaged in the agricultural sector either directly or indirectly. That apart, the informal sector in Uganda is rapidly expanding, and this, too, absorbs a good majority of the labour force.
