Bugiri District is an education, agricultural, commercial, and transport hub located in the Busoga Sub-region of Eastern Uganda. Created in 1997 from the former Iganga District, Bugiri covers an area of approximately 1,033 square kilometres along the main eastern transport corridor linking Jinja and Iganga with Busia, Tororo, and the Kenya border. The district administrative headquarters are situated in Bugiri Town, approximately 77 kilometres by road east of Jinja City.

Bugiri is bordered by Namutumba and Butaleja districts to the north, Tororo District to the northeast, Busia District to the east, Namayingo District to the southeast, Mayuge District to the southwest, and Bugweri District to the west. Approximately 90% of its landmass drains into the Lake Victoria and Lake Kyoga basins. According to the 2024 National Population and Housing Census, Bugiri District has a total population of 480,345 people (220,485 males and 259,860 females) across 94,209 households, with an average household size of 5 persons. More than half of the population (251,040 people) are children under 18 years, including 97,342 aged 6–12 and over 73,000 aged 13–18. Geographically, the district encompasses Bukooli County Central, Bukooli County North, and Bugiri Municipality (31,819 residents).

Economic Profile, Administrative Organisation & Learning Realities

Agrarian & Commercial Corridor

The vast majority of households depend on subsistence and smallholder agriculture. Major crops include rice (centered around the Kibimba rice scheme), maize, cassava, beans, bananas, and coffee, alongside livestock keeping and commercial lake fisheries. Over 2,200 of the district’s 2,952 licensed enterprises operate in retail trade, transport, and logistics along the eastern transit route. ICT Clubs leverage these commercial and agrarian realities to develop student-led tools for farm record keeping, stock inventory, and produce pricing.

Administrative Organisation

Bugiri comprises approximately 20 lower local government units and 102 parishes across two counties and an independent urban municipality:

Bukooli County Central: Bulesa, Buwunga, Muterere, Nankoma, Budhaya, Bulidha, Buwuni T.C, and surrounding units.
Bukooli County North: Bugiri Town Council, Buluguyi, Iwemba, Kapyanga, Nabukalu, Busowa T.C, Namayemba T.C, and Muwayo T.C.
Bugiri Municipality: Administered separately under local government reporting, encompassing Eastern and Western divisions.

Out-of-School Gaps & Staffing Shortages

Census data reveals that 25,507 children aged 6–12 and 22,388 adolescents aged 13–17 are out of school, while 30,394 children aged 3–5 do not attend nursery school. Furthermore, acute primary school teacher shortages persist, with numerous rural schools operating with fewer than nine teachers on staff. Only 58 of 102 parishes have a government primary school, leaving 44 parishes without a public facility.

Foundational Literacy & PLE Performance

For the 2024 PLE, Bugiri District LG registered an 87% pass rate (5,718 passed of 6,587 sat) and Bugiri Municipality registered a 93% pass rate (837 passed of 896 sat). However, national assessments indicate that at P6 level, only 13.6% of learners are proficient in English literacy and 30.2% in numeracy, making foundational literacy and teacher CPD major priorities. The approved FY 2025/26 Education Department budget was approximately UGX 20.84 billion.
